A carrier estimate can look complete because it contains line items, measurements, depreciation, and a payment figure. That does not mean it restores the property to its pre-loss condition. An insurance scope review checklist helps policyholders test whether the insurer’s proposed work addresses all direct physical damage, required access and tear-out, code-driven work, and the real cost of returning the building to a functional, matching condition.
The scope is often where a claim is won or lost. A low estimate is not always the result of an incorrect price. More often, the estimate is incomplete: damaged components are omitted, repair methods are understated, hidden conditions are not investigated, or necessary trades are left out. A disciplined review should occur before work begins, before a final payment is accepted, and before repairs conceal evidence.
Start With the Policy and the Carrier’s Written Position
A scope review is not simply a contractor bid comparison. It must connect the physical damage to the policy’s coverage terms and the insurer’s stated basis for payment. Obtain the full estimate, claim payment letter, adjuster reports, photographs, diagrams, and any denial or reservation-of-rights correspondence. Do not rely on a verbal explanation of what the carrier says it will cover.
Compare the loss date, cause of loss, damaged locations, deductibles, depreciation, limits, and endorsements against the estimate. A wind claim, for example, may involve roof coverings, flashing, gutters, screens, siding, interior water intrusion, and detached structures. If the estimate only addresses a few lifted shingles, the issue may be an incomplete damage investigation rather than a pricing disagreement.
Pay particular attention to language that limits payment to a repair when replacement may be necessary. Repairability depends on the material, age, installation method, availability of matching products, manufacturer requirements, and whether the proposed work can be performed without causing additional damage. A line item for a small shingle repair does not establish that the roof is repairable.
Insurance Scope Review Checklist: Inspect the Building, Not Just the Estimate
The carrier scope should be tested against an independent, room-by-room and elevation-by-elevation inspection. Photographs matter, but they should support documented observations, measurements, moisture findings, and a clear explanation of the damage mechanism.
Use this checklist to identify the questions that commonly expose missing scope items:
Exterior envelope: Are roof coverings, ridge caps, valleys, flashing, drip edge, vents, pipe boots, gutters, downspouts, siding, trim, windows, screens, doors, and exterior paint addressed where damage exists?
Interior finishes and assemblies: Does the scope include ceilings, walls, insulation, flooring, cabinetry, baseboards, trim, texture, paint, and contents affected by water, smoke, impact, or collapse?
Hidden damage: Was the property evaluated for moisture behind finishes, wet insulation, roof deck damage, concealed smoke residue, or structural movement? Visual inspection alone may not answer these questions.
Necessary access and tear-out: Does the estimate include removing and replacing materials required to reach damaged building components, then restoring the affected area afterward?
Labor and trade coordination: Are demolition, debris handling, protection of unaffected areas, supervision, cleaning, electrical, plumbing, HVAC, roofing, drywall, painting, and finish carpentry included where required?
Code and ordinance exposure: Does the loss trigger current building-code requirements, permit costs, or upgrades covered by an ordinance or law endorsement?
Matching and continuity: Can the proposed partial repair reasonably match adjacent undamaged materials in color, texture, profile, age, and performance?
Temporary protection and mitigation: Are emergency tarping, board-up, water extraction, drying, monitoring, and other reasonable mitigation measures documented and evaluated?
A checklist is not a substitute for a qualified inspection. It is a control against accepting a scope that addresses only what was easy to see during an initial visit.
Verify the Cause-and-Effect Sequence
Every major scope item should answer a basic question: what physical event caused this damage? A clear cause-and-effect sequence prevents the carrier from treating related damage as separate wear, maintenance, or pre-existing conditions without adequate support.
For example, wind can dislodge roof material and compromise flashing. That opening can allow rainwater into the attic, insulation, ceiling cavity, and finished interior. The interior staining may appear minor, while elevated moisture remains inside the assembly. If the estimate pays to paint a ceiling stain but does not evaluate wet insulation, damaged drywall, or the roof opening that caused the intrusion, the proposed repair is incomplete.
The same principle applies to fire and smoke claims. Cleaning a visible wall surface may not resolve smoke residue in insulation, HVAC components, porous finishes, or concealed cavities. For water losses, drying logs and moisture readings may show whether materials were properly dried or whether removal and replacement were necessary.
Examine Repairability Before Accepting a Partial Repair
Partial repairs are frequently proposed because they reduce immediate claim cost. They can be appropriate when the damaged material can be removed and replaced without compromising adjacent components, creating an unreasonable mismatch, or violating manufacturer installation requirements. They are not appropriate merely because a carrier has written a small repair allowance.
Roof repairability deserves particularly careful analysis. A repair may require breaking a seal strip, lifting brittle shingles, disturbing underlayment, or removing interlocking materials that cannot be reinstalled to a watertight condition. Availability matters as well. A nominally similar shingle may differ in thickness, weathering, color, exposure rating, or locking design.
A NAFI-style repairability assessment can provide a more defensible basis for evaluating the proposed method. The assessment should document the roof system, damage pattern, test areas where appropriate, material condition, and the practical consequences of attempting the repair. The goal is not to demand replacement in every claim. The goal is to establish whether the carrier’s chosen repair method is technically viable.
Measure, Price, and Compare the Actual Work Required
Once the damaged components and repair method are identified, measurements and quantities must be checked. A correct unit price cannot cure an incorrect quantity. Common discrepancies include missing roof squares, omitted waste, incorrect wall or ceiling square footage, absent baseboard linear footage, undercounted cabinets, and failure to include detached structures or multiple affected rooms.
Review whether the estimate accounts for layered construction. Replacing flooring may require removal of baseboards, disconnecting appliances or fixtures, moving contents, subfloor preparation, transitions, and repainting. Replacing a roof may require protection of landscaping, removal of existing materials, disposal, deck repairs, flashings, ventilation components, and permit-related work. The appropriate scope depends on the property and policy, but the estimate must reflect the work actually needed.
Do not assume the lowest contractor proposal proves the insurer estimate is sufficient, or that the highest proposal proves the carrier is wrong. Contractor bids vary in quality, exclusions, overhead, schedule, and assumptions. The stronger comparison identifies exactly which damaged components, quantities, and necessary operations are missing or understated.
Document Supplements Before the Evidence Disappears
Repairs can remove the very evidence needed to support a supplemental claim. Before demolition, preserve wide-angle and close-up photographs, video, measurements, samples when appropriate, invoices, emergency-service records, moisture readings, and contractor observations. Keep a dated log of communications, inspections, payments, and repair milestones.
Hidden moisture requires special attention. Infrared thermography can help identify temperature anomalies consistent with moisture or insulation disturbance, but thermal imaging is an investigative tool, not a moisture reading by itself. Suspected areas should be validated with appropriate moisture testing and documented in context. When concealed damage is confirmed, it can materially change the scope of necessary restoration.
Submit supplemental information in an organized format that ties each requested item to the loss, the observed damage, the repair method, and the supporting evidence. Broad statements that the estimate is “too low” invite delay. Specific documentation gives the carrier a defined issue to evaluate.
Know When a Scope Dispute Needs Representation
Some differences can be resolved through a contractor’s clarification or a reinspection. Others involve a persistent failure to recognize direct physical damage, a technically unsound repair method, extensive hidden damage, disputed causation, or a large gap between the carrier’s estimate and the actual restoration scope. Commercial losses may add business interruption, specialized equipment, tenant improvements, and code complications that make a basic estimate especially inadequate.
